Flash flood in Ontario strands motorists, swamps basements

A strong and slow moving system left some southern Ontarians waking up to significant flooding on Thursday. The heaviest rain fell in parts of southwestern Ontario where over 190 mm quickly swamped streets and basements in Tecumseh. Mayors in Tecumseh and Windsor both declared a state of emergency.
